2 July	NASA posted a pre-solicitation announcement for thier 2008 SBIR & STTR for opening July 7 with closing on 4 Sept. (same date as USDA).
30 June	Today's CBD announcement indicates DoT is going to issue a second 2008 solicitation on, or about, July 18.
30 June	Amendment 1 for Revision 2 to the DHS S&T solicitation was posted today with important new proposal submission requirements. Only those firms already assigned a DHS proposal number are eligible to submit. REMINDER: The due date is July 8, 2008, 4:30pm, DC time. Also, today, the final answers to applicant questions for this S&T solicitation were posted.
30 June	MDA's 2008 SBIR Conference, "Industry Day", will be held 6 & 7 August in the new National Harbor project's Conference Center just outside the Nation's Capitol. Prices go up on 16 June, so register early. Of course, we'll be there, just as we are all the SBIR conferences -- come meet with us.
28 June	NDIA New England, SBANE and Burns & Levinson LLC will host the New England edition of our How To Win SBIR Awards^SM event on 20 August in Boston, MA.
26 June	The long awaited 2009 USDA Solicitation has finally been published. Applications are due to be submittee via Grants.Gov by 4 September 2008. There are no provisions made for paper submission, so get yourself registered as soon as possible (our SBIR-ToolKit^TM can really help you here).
24 June	The DHS S&T 2008.2 Solicitation has been seriously modified. Proposals are not now due to be submitteed 'til 08 July 2008; BUT, you must have submitted an "intent to submit" notice to them by 20 June or your proposal will not be accepted.
24 June	The DHS' DNDO office has publishd a new Solicitation (separate and distinct from the S&T one mentioned above). Proposals are due to be submitteed electronically via FedConnect.Net by 16 July 2008. Questions may be submitted up to 10 July.

28 Mar	The NanoBusiness Alliance has announced a special How To Win SBIR Awards^SM event to be held Sunday, 4 May 2008 as a pre-conference workshop in New York City . For more information click here.
28 Mar	The NIH/PHS 2008-2 first closing date is scheduled for 5 April but will be delayed to 7 April due to the 5th falling on a Saturday. We strongly advise that you should continue to target the 5th for submission so you will not be late if something goes wrong -- and it likely will. Those of you having us review your applications, please set up an appointment time (48 hours period) for these as we have many to do this time around.
24 Mar	The Montgomery County Dept. of Economic Development has announced an SBIR-Max^TM Workshop event for SBIR & STTR award winners to be held on 13 May 2008. at the MTDC Incubator in Rockville, MD. 13 Feb	The DoE has published its Phase II SBIR/STTR application package and instructions on Grants. Gov as opportlunity number DE-PS02-08ER08-17. Applications must be submitted between 02/12 and 04/18/2008. Call (410) 315-8101 to get info about available support incluidng an SBIR-ToolKit^TM for this opportunity.
13 Feb	The DoT has delayed publication of its annual SBIR solicitation to ~ 14 March 2008, however, it appears that the traditional 1 May application closing date for this agency will remain stable.
24 Jan	The Montgomery County Dept. of Economic Development has announced a Competitive Checklist^TM Workshop for SBIR & STTR Applications to be held on 26 Feb. 2008. at the MTDC Incubator in Rockville, MD. Many do not realize that just following the rules laid out in solicitations is not nearly enough to be competitive under SBIR/STTR. 19 Jan	The DOD STTR 2008 Solicitation is now on the Web. You only have until 18 February to contact the DoD topic authors do discuss your potential offering.
11 Jan	The Maryland SBIR Conference (rescheduled from December) will be held on 4 March 2008 at the The Inn and Conference Center, University of Maryland University College in Adelphi, MD. (Registration ends, Friday, February 29)
10 Jan	Virginia CIT has announced a special STTR Strategies^SM event to be held at James Madison University in Harrisonburg, VA on 8 February 2008. This event is designed to foster and facillitate successful small business/university R&D collaborations.
10 Jan	Maryland TEDCO, its partners and NASA have announced plans for a Materials and Composites Tech Transfer Conference (SBIR/STTR relevant) to be held in Adelphi, MD on 5 February 2008.

17 Nov	The National SBIR Conference held 29 Oct. - 1 Nov. in Richardson, TX was a great success. From the very interesting state's meeting on the first day to the closing day's talks by 3-rd party service providers, most of the presentations were of good quality and information rich. The 400 plus attendees generally seemed to be SBIR qualified which helped make this a lively and useful conference (at least for us) -- plus the food was really, really good. Thank you Texas for you great hospitality.
12 Nov	Maryland has posted the agenda for their 2008 SBIR Conference to be held 17 and 18 December. Of special interest are two pre-conference, all-day training programs in 1) How to Win SBIR Awards^SM and Getting Your Product To Market. We'll see you there.
9 Nov	NIST's Traditional SBIR solicitation (due by 25 January 2008) and the new NIST Tech Transfer SBIR Solicitation (due by 23 January 2008) are both posted and now accepting proposals.
7 Nov	Education IES (contracts) solicitation is now on the Web. Phase I and/or fast track proposals will be due at 12 noon on 22 January 2008.
21 Oct	The NSF solicitatin for SBIR & STTR has been posted. This one is unusual in that it is all Emerging Opportunities (EO) and limited to just 3 subtopic areas: Bio & Environmental Technologies (BE); Components & Systems (CS); Software & Services (SS). NSF will only accept proposals between 4 Nov and 5:30 EDT time on 4 December 2007.
21 Oct	Virginia's 13th Annual SBIR Conference will be held 4 and 5 December in Herndon, VA. This one has a strong track for helping firms transition from SBIR/STTR into the "real" business world.
17 Oct	NOAA's 2008 solicitation is now open; proposals are due by 12:00 noon on 23 January 2008 -- don't be late.
17 Oct	The The DoD SBIR 2008.1 solicitation is now on the Web and will open to proposals on 10 December. This means you can no longer communicate with the topic authors / technical personnel after that opening. The SITIS bullitin board will then become available to answer questions. Proposals must be completely submitted by January 9, 2008 at 6am EST.
7 Sep	The SBA has announced that there WILL be a state's meeting at 9:00 AM on 28 Oct. as part of the National SBIR Conference in Richardson, TX. This is an event for economic development personnel providing state/local SBIR outreach.
26 Aug	The DoEdu (NIDDR grants) solicitation is now open. Applications must be submitted by 22 October 2007 (electronically via Grants.Gov or can be mailed in paper format) .
20 Aug	The NIH 2008-1 contracts solicitation (NIH & CDC only) is now open. Paper proposals must be submitted by 5 November 2007.
17 Aug	MNSBIR has just announced its sponsorship of the very powerful, SBIR-Max^TM event (for SBIR awardees) on 5 October 2007 in Minneapolis, MN (location to be announced). This one will be held back-to-back with a How To Win SBIR Awards^SM workshop the prior day.

12 Aug	Virginia's Center for Innovative Technology has announced a SBIR Competetive Checklist^SM event for 14 Sept. in Charlottesville, VA. This event is designed to help applicants polish their SBIR/STTR applications. It will be held in the afternoon, back-to back with an NIH Funding Overview Conference that morning.
21 July	NIST is planning two (2) SBIR programs this year 1) a business as usual and 2) projects employing NIST-generated technologies; both to be solicited in late 2008. To get more details, or find NIST technologies, download this Power Point Presentation from NIST. Note the deadline for Identifying NIST technoogy and notifying the SBIR office of your intent is 31 Aug. 2007.
19 July	The The DoD SBIR 2007.3 solicitation is now on the Web. This one opens to applications August 19 (no more contact with topic authors) and all proposals must be submitted by September 19, 2007 at 6am EST.
19 July	Maryland TEDCO has announced its sponsorship of the highly acclaimed, all-day How To Win SBIR Awards^SM event on 11 Sept. 2007 at the Univ. of MD's Horn Point Environmental Labs in Cambridge, MD.
18 July	The next SEMI-National SBIR Conference (state-funded, no longer paid for by the Feds) will be held Oct. 29 - Nov. 2 in Richardson, TX -- all the usual suspects (we and the Feds included) are expected to be there. 21June	The DHS SBIR 2007.2 is on the Web. The six topic solicitation will open for receipt of proposals on 23 June and close at 4:30 PM Eastern Time on 13 August.

11 June	The USDA SBIR 2008 solicitation is late (again this year). We expect to see it emerge at any moment now.
10 June	URGENT: Applications are due via electronic submission at BOTH DoD (6:00AM) and NSF (5:00PM) this Wednesday, 13 June. Don't be late or your proposal will be rejected.
8 June	NIST had dropped out of the SBIR program when the budget for ATP was lost. Now that ATP is back, they are ramping up SBIR again [HOORAY!!!]. To that end NIST says they are considering two forms of SBIR: 1) business as usual and 2) projects based upon NIST-generated technologies; both to be solicited in late 2008. A call-in telephone conference to discuss this with the NIST PM is scheduled for 12 June at 1:00 PM.
24 April	Virginia's CIT has announced an SBIR-Lab^TM to be held from 30 May to 2 June 2007 at George Mason University. VA CIT will underwrite most of the cost for VA applicants. This one is to support DoD 2007.1 (proposals due 13 June). Registration is only open to 16 May (2 weeks needed to prepare for a Lab).
20 April	The SBTC has issued a call for nominations for the annual (at least we hope it is) Tibbets Awards. If you know someone, or some organization, that has done an exemplary job in any capacity relating to SBIR/STTR (awarder / awardee, service provider, economic development, etc.) this is your best chance to call attention to those efforts for folks who really appreciate them. The nomination period lasts from 1 May to 15 July.
20 April	The NIH has issued RFA-ES-07-004, SBIR for E-learning for HAZMAT and Emergency Response, which opens May 7 with applications due, at Grants.Gov, by July 18. 5 April	It has been widely rumored that the lack of funding authorization to operate the Iraq war will cause all of DoD to scrounge funds wherever they can, including from the SBIR and STTR programs. Anyone currently operating, or planning to bid on, an SBIR/STTR at DoD should be prepared for this to impact them within the next few weeks.

4 April	Homeland Security's long awaited 2007.1 solicitation has finally been posted on the Web. DHS will accept proposals for any of their 10 topics from 20 April until 5 June 2007 at 4:40 PM EDT. Thus, you have only a few days (to 4/20) to contact the topic authors to hold technical discussions.
21 Mar	NSF for SBIR & STTR solicitation has been posted. This one requests applications for the AM, BT, EL, IT and EO topic areas. NSF will only accept proposals from 13 May until 5:30 EDT time on 13 June 2007.
18 Mar	The new EPA 2007 solicitation has been published on the Web. Proposals may be submitted now and must be received in Research Triangle Park, NC by noon on 23 May 2007.
18 Mar	DoD proposals will be due 6:00 AM this coming Wednesday, 21 March ( CAUTION: according to the DoD Help Desk, this is 6 AM Eastern Daylight Savings Time, NOT "Standard Time" (which is one hour later) as the solicitation says. DON'T BE LATE.
3 Mar	The 9th Annual NIH SBIR conference was held in Las Vegas NV on Feb. 26 & 27, with about 300 attendees. This one was a full two-day event whereas these have been only 1-day events for the past several years. Therefore, it included some interesting content, such as Grants.Gov submission labs, outside organization presentations, etc., such as we have not seen before (we have attended all nine of these and, for some reason, were the only national level SBIR consultants in attendance at this one). All in all, it was a better conference than any held in the last three years, but still does not approach the quality and value provided when these were presented on the NIH campus in Bethesda, MD.

15 Dec	The SBIR Center's General Manager will be speaking at a free AFCEA event with a talk entitled "SBIR & STTR - The Most Advantageous Entre' to Serious Federal Contracting" from 2:30 to 5:00 PM, 9 January at AFCEA Headquarters in Washington,DC.
15 Dec	Virginia's CIT has announced another DARPA-sponsored STTR Strategies^SM event to be held on 15 February in Virginia Beach, VA. This event is designed to facilitate university-small biz collaborations and includes added sessions for other forms of capital acquisition.
7 Dec 2006	The Army's SBIR Website now says: "Due to lack of FY07 funding and the imminent start of the Army's Commercialization Pilot Program (CPP), the Phase II PLUS program has been suspended indefinitely and new applications will not be considered." We look for other DoD componnts to make similar announcements soon.
7 Dec	The Education NIDDR grants CFDA Number 84.133S-1 solicitation is open for submission. Applications must be mailed, or submitted by Grants.Gov, by 31 January 2007.
6 Dec	The State of Virginia held their very succesful 12th annual SBIR conference at the Center for Innovative Technologies in Herndon, VA on 4 & 5 December. As this was focused on thetransition to commercialization, it featured an impreive line up of speakers from the agencies (especially the DoD), and federal prime contactor community. Only in Washington, DC could one put together such a high-level and informative group.
2 Dec	A VERY SPECIAL, regional event for SBIR/STTR awardees know as SBIR-Max^SM will be held 19 January at Ft. Detrick in Frederick, MD. 20 Nov	The LAST National SBIR Conference (at least the last to be paid for by the feds) was held November 6-9, 2006 in Milwaukee, WI. There was a surpising number of attendees for a far Northern state in November. The conference was of fairly decent quality, but the facilities were scattered allover the host hotel such that attendees had a hard time moving between events and could never "sample" several at a time.

20 May	The Spring 2006 National SBIR Conference was held in Louisville, KY from 15 to 18 May. Our congratulations go to the local planning committee who pulled this together with the help of NSF's event contractors, DelaBarre & Associates, Inc. This was one of the best National meetings in quite a while. With almost 700 participants (including about 150 of us "SBIR groupies") the meeting was full of enthusiastic, and for the most part, qualified participants and the presentation were unusually good and plentiful (4 tracks on the last day). If you missed it, you should kick yourself. The next National SBIR Conference (and the last to be paid for by the feds) will occur November 6-9, 2006 in Milwaukee, WI; see you there.

Also known by Virginians as "SBIR Proposal Polishing," the SBIR Center Resource Center^(R) provides the instructor for this event.

15 Dec	DoD has announced that Phase II enhancement (matching $ add-ons to already funded Phase II projects) applications can be submitted via the SBIR Web site.
12 Dec	The State of Maryland held a regional SBIR-related conference on 8 Dec. 2005. This one focused on commercialization of technology primarily developed for the "non-user" agencies such as NIH, USDA, etc. There were almost 200 people in attendance which was pretty good considering this was Maryland's very first SBIR related conference -- let's hope it was not their last. Some talks, not normally heard at SBIR events were presented. Especially notable was a luncheon presentation on entrepreneurship by Rohit Shukla, the well known leader of LARTA. The SBIR Center was a partner for this event.
02 Dec	Virginia's CIT has announced that a special workshop focused on maximizing the value to winners of SBIR awards know as the SBIR-Max^TMto be held 14 Dec. in Herndon, VA was postponed to the Spring of 2006.
25 Nov	CAUTION: Due dates for NIH (12/1), DoE (12/2) and NSF (12/8) are coming up fast. Don't be late.
20 Nov.	The National SBIR Conference held 14 - 17 Nov. in Abany, NY was attended by over 500 people. One of the liveliest and best attended sessions was where NIH brought in people from Grants.Gov to explain their new mandatary electronic submission process. Although the new solicitation for the looming December 1 submission date was just recently published (Oct. 17), it was said it could take up to 4 weeks to get registered BEFORE one could begin submission. Moreover, only PC users could submit this time as the Macintosh interfaces were not yet available. Well, this could get interesting since we heard more than a few folks grumbling and threatening to complain to their elected representatives (can't really blame them). The rest of that conference, with a few surprises, was filled with more or less predictable fare ('twas our 38th National SBIR conference) where more typical changes (dates, award amounts, topics, Websites, etc.) were announced. Even with attendance disappointingly low for that neck of the woods, it was still a decent conference. For more information on this topic, see the SBIR Center's impending newsletter.

17 Nov	It was learned today that HSARPA's planned early December SBIR solicitation release will be delayed (likely to be at least 4 weeks).
14 Nov	NIST (part of DoC) has posted their 2006 SBIR solicitation. Applications will be due 26 January 2006 and allow bids up to $75,000 for NIST Phase I projects.
29 Oct	The NIH/PHS has just published the new grants solicitation requirng electronic submission for their Dec. 1 grants deadline. This is no ordinary submission process as one has to download and install special software in order to participate. Apparently there is not even an option for paper submissions under any circumstances -- man, talk about quitting "cold turkey".
18 Oct	Dept. of Education has posted an announcement for their impending SBIR solicitation applications will be due at 2:00 PM on 6 January 2006. Under ED's new Fast-Track program, offerors will be allowed to apply concurrently for Phase I (up to$100,000) and Phase II (up to$750,000).
18 Oct	NOAA (part of DoC) has posted an announcement for their impending SBIR solicitation applications will be due 18 January 2006. Offerors will be allowed to bid up to $95,000 for NOAA Phase I projects.
14 Oct	NIST (part of DoC) has posted an announcement for their impending SBIR solicitation applications will be due 26 January 2006. Offerors will be allowed to bid up to $75,000 for NIST Phase I projects.
26 Sept	WARNING: The NIH/PHS has announced a very major change requiring electronic submission of December 1 SBIR/STTR applications using a new set of forms. We presume that they will rescind the 2005 Omnibus Solicitation requiring the old PHS 398 forms and paper submission to issue a superceding one prior to Dec. 1. Should that not happen, one has to believe that NIH would accept applications in any, and all formats that are legal at that point. In any case, we can fully expect to use only the new forms via electronic submission for the April 1, 2006 submission date and beyond.

15 Mar	The Spring National SBIR Conference (NSF version) was held in Omaha, NE from March 7 - 10, 2005 with a decent attendance of about 500 souls and a good agenda. The Dept. of Education did not bother to show up at all while some of the "first string" SBIR Program Managers for other agencies were not in attendance; but the new acting NIH leader, Kathleen Shino (Jo Ann Goodnight was promoted -- congratulations ), made her presence felt at both the State's Meeting and the main SBIR Conference. The most impressive thing about this conference was the caliber of attendees -- most that we talked to were very qualified for SBIR/STTR.

An innovative and aggressive SBIR personality, Mr. Bond's leadership will be missed by the SBIR community, but will continue an association with SBIR/STTR as he leads the outreach efforts to the association's memership.
