On Capitol Hill the sordid saga continues: Today. the House voted for the 7th CR (continuing resolution) to extend the SBIR program for another 90 days to April 30. The Senate and Administration are expected to go along with this. The program (for 10 of the 11 agencies) had been set to expire this week, on Jan. 31. [ Note: The DoD program (ONLY) is operating in FY 2010 under a HASC and SASC CR for that agency's program. ]

The 2010 DoD STTR Solicitation has been published with 30 Army & 45 Navy topics. Proposals for these may only be submitted between February 23 and 6:00 AM on March 24.

The Omnibus Solicitations for the PHS/NIH2010-2 SBIR and STTR opportuniteis were posted on the Web today. Careful, there appear to be many changes from last year. We hope to finish building, and begin shipping, ToolKits for these by the 25th of January. See table below for the required Grants.gov submission dates.

The Grants Solicitations for Department of Education SBIR has been posted. Applications are due (via Grants.gov) by 15 March. ToolKits for these shold be ready by by the 5th of February.

The SBTC has issued a CALL TO ACTION saying: "We need your help to move the SBIR reauthorization forward in the next 10 days!" Congress reconvenes on Jan. 19, 2010, so most of your Representatives are in their home offices until then. Please visit them and/or their staffs before Jan. 19 and ask them to urge the House Small Business Committee to work with the Senate Small Business and Entrepreneurship Committee to reauthorize the SBIR program before it expires on Jan. 31, 2010." The 2009 Mid Atlantic SBIR Conference was held in Morgantown WV from Nov. 30 to Dec 2. The event was fairly well attended, for that venue, with about 250 people. Speakers from a broad array of backgrounds (more from academia that is usual for these) brought an interesting flavor to the 3-day event. The SBIR Center provided a closing-day proposal workshop event that seemed to really please the attendees. We were also treated to a rousing speech from WV's Governor Manchin who pretty much made the point that "tech-based, small businesses were the only hope WV had of pulling ahead economically, at this time." The venue, Waterfront Place on the snowy banks of the Monongahela river, and their staff were spectacular in providing great hospitality to the crowd. West Virginia did a good job for the SBIR/STTR programs -- we hope it pays off for them, as well.

On a very sad note: While we were there Dr. Jim Chern, NASA Goddard's SBIR Program Manager, passed away in his sleep at the hotel during the night preceding his scheduled talk on Dec. 1. Jim was good friend to almost everyone in the SBIR family, especially to the SBIR Center, since we worked with him often at Goddard and other local venues; we even checked into the hotel together and ate dinner with him that night - Nov. 30). He is survived by his wife of 30 years and one daughter. Jim will be sorely missed.

The 2009 Maryland SBIR Conference, held 17 Nov. was a resounding success. Speakers from the SBA and one-on-one meetings with the major SBIR/STTR agencies along with a dual track program for novices and advanced users of SBIR proved to be valuable. Also interesting, adn well attended, was was a special taining session for economic developers provided by the SBIR Center. This E.D. program will now be followed up on 4 and 11 December with intense training programs for Maryland's Economic Developer community.

You missed it! If you did not attend, you missed one heck of an SBIR event! The National 2009 SBIR Conference was held at a large casino/resort in Reno, NV from Nov. 2nd to the 5th. This event attracted more than 550 attendees and it turned out to be one or the better SBIR conferences the SBIR Center has attended (we've participated at every one since 1993 -- thats a lot of conferences; one might even say we're "connoisseurs of SBIR conferences"). The good news was that there was a lot for everyone to see, attend and participate in. The bad news was that almost every item offered was presented concurrently with one, two or three others of note. Many people were frustrated that they could not attend each and every valuable event -- each seemingly better than the other -- but that just provided a richness we've not seen at recent conferences. Even with the frustration level, we met no one who thought it was other than a good investment of time and money to be there. Moreover, the food was excellent (many pounds were gained, we're sure), the hotel staff was superb, and the conference staff was one of the frienliest, most helpful and best prepared we've ever run across. The management team and stafff are to be congratulated.

The next ALL-Agency SBIR Conference is slated to encore in Connecticuit in 2010 (CT held the last SBIR National in Nov. 2008, and did a fine job of that one). Maybe, we are seeing a trend to "out do" the last Conference; if so, you dare not miss the next national meeting as CT defends its reputation from April 20 to 23, 2010. Hope to see you there.

Homeland Security S&T Directorate has published its 2010.1 SBIR Solicitation. Applications can be submitted electronically between 18 November and 4:30 pm EST on 4 January 2009. Your DHS SBIR-ToolKitTM should be ready to ship by Nov. 16.

OK! Stranger than fiction it is. SBIR was not actually re-authorized by the September 30, 2008 deadline; nor the 20 March 2009 deadline of the CR (continuing resolution) #1, nor by the August 30, 2009 deadline of Cr #2, nor by the September 30 deadline of CR #3 nor by the CR #4 deadline of October 31,2009. So, yesterday the President signed into law another CR – our 5th - extension of the current SBIR program all the way out to 31 January 2010 (the Senate wanted April 20 but the House SBC (Small Business Committee) continues to play games trying to force its will on the Senate in their potentially devastating drama. NIST published its 2010 SBIR Solicitation. This one includes both the regular "R" and Tech Transfer "TT" solicitations in one package. Applications will be due in Gaithersberg, MD at 3:00 pm EST on 22 January 2009 Your NIST SBIR-ToolKitTM should be ready to ship by Nov. 10.

NOAA published its 2010 SBIR Solicitation. Applications will be due in Kansas City, MO by 4:00 pm EST (3:00 pm CST) on 14 January 2009 Your NOAA SBIR-ToolKitTM should be ready to ship by November 7.

West Virginia has announced a Mid-Atlantic Regional SBIR Conference. This one will be supportd by at least the 5 largest SBIR/STTR Agencies (and of course the SBIR Center) to be held on Nov. 30 to Dec. 2 in Morgantown, WV. The SBIR Center will provide an SBIR-CheckListSM Workskhop on Dec. 2nd. We hope to see you there.

The 3rd Annual SDVOSB & VOSB Technology Conference will be held 28 & 29 October in Tampa, FL. The SBIR Resource Center(R), an SDVOSB, has been invited to speak on, what else, "SBIR/STTR as a Business Strategy" to the attendees. If you are a veteran, then we would hope to see you there.

The DoE published its regular SBIR/STTR solicitation today. Applications will be due via Grants.gov on 20 November at 8:00 PM E.S.T. Your DoE SBIR-ToolKitTM should be ready to ship in ~10 days.

With H.R. 3614, the House of Representatives voted to extend the SBIR program another whole 30 days 'til 31 October (Halloween). The Senate is expected to vote on that today or tomorrow. This will be the 4th continuing resolution (CR) for the program since it was supposed to sunset in September 2008. Interestingly, STTR is supposed to be reauthorized in 2009, too, and that battle has not been joined yet.

This series of short CR cycles appears to be delaying solicitations, and possibly the evaluations of already sumitted proposals. We think the cycles are being kept short in an attempt to force the Senate to conform with the big business lobbyst's demands for access to small business setaside funds.

This year's NIH/PHS contracts (PHS 2010-1) solicitation is now open. Proposals are due at components on or before 9 November 2009 at 5 pm. The SBIR Center expects to begin shipping SBIR-ToolKitsTM for this opportunity by 5 September.

PA-09-249 for Directed Stem Cell Differentiation for Cell-Based Therapies for Heart, Lung, and Blood Diseases was published which allows $250K/year for 2 year Phase Is and $1 million/year for 3-year Phase II SBIRs. PA-09-250 duplicates this for STTR. Applications may be submitted from Nov. 5, 2009 to Sept. 8, 2012

A Stem Cell Differentiation for Cell-Based Therapies for Heart, Lung, and Blood Diseases PA was just posted. Phase I can be up to 2 years/$500K and Phase II up to 3 years/$3 million. Standard due dates apply and this PA expires 9/8/2012 but better hurry, this one is due at Grants.Gov by September 4 at 8:00 pm.

TheNSF 2009 STTR Solicitation was just posted for Multi-Functional Materials (MM). Phase Is can be up to $150K and applications may be submitted from 17 October to 17 November at 5:00 pm.

Congress has extended the SBIR Program (again) to Sept. 30. Now, beginning the third continuing resolution, the Senate and House bills are still miles apart. The Senate has already compromised beyond reason to let large busineses own SBIR applicants (for up to 18% at NIH adn 8% at other agencies) -- any more compromise and the small biz character of the SBIR program will be lost (it may already be with just this amount). The small business ONLY eligibility requirements absolutely MUST remain intact. Handing over this small busienss program to BIG business and LARGE academia will ruin this very effective, long-functioning program. Please help us get these messages to your representatives. NIH has released anothe special opportunity named Advanced Tools and Technologies for Cerebrospinal Fluid Shunts SBIR (PA-09-206). This one offers $350K/year for 2 years(Phase I) and $1million/year for three years(Phase II). Applications may be submitted after July 5 on regular SBIR dates through 8 May 2012.

The NIH has released two new Opportunity Announcements under the American Recovery & Reinvestment Act of 2009 . They are:
* Biomedical Research, Development, and Growth to Spur the Acceleration of New Technologies Pilot Program -- not SBIR but open to small business; appliations are due 1 Sept. 2009, and
* Small Business Catalyst Awards for Accelerating Innovative Research -- this one is SBIR and applications are also due via Grants.gov by 1 September 2009.

CONGRESS EXTENDS SBIR PROGRAM (4 months). Late last night the US Congress passed emergency legislation for a Continuing Resolution to keep the SBIR Program alive 4 more months, until July 31, 2009. Now we MUST begin in earnest to let our representatives know -- in no uncertain terms -- that they/we need to maintain the original character of the SBIR program). The small business ONLY eligibility requirements absolutely MUST remain intact. More money is welcome, but increases in project limits without concomitant increases in program funding are not. Some innovative fine tuning may even be useful, but handing over the program to BIG business and LARGE academia will ruin this very effective, long-functioning program. The The NIH Omnibus Solicitation for SBIR 2009-2 (grants) has been released. Applications must be submitted by 5:00 pm Washington, DC time on three closing dates this year April 6, August 5 and December 7 (Perl Harbor Day). This requires electronic submission via Grants.gov. SBIR-ToolKitsTM to guide and improve applications for this are in stock and ready to ship.

Obviously SBIR was not reauthorized by the September 30 deadline, but there is now in place an extension of the current program to 20 March 2009 (see www.zyn.com for details). Now, that being said, we cannot rest, but must continue to push our officials on Capitol hill to get a decent reauthorization bill in place. Maybe something will get done if we can provide an avalanche of post election, grass roots attention in November.

NIH has published an unusual SBIR solicitation for Translational Research into new therapeutics for neurological disorders. Applications may not be submitteed until after November 12 , 2008. This one invites Fast Track (only) Phase I budgets up to $300,000 total costs per year for up to two years and Phase II up to $1 million total costs per year for up to three years. Also, Phase II competing renewal budgets of up to $1 million total costs per year and time periods up to three years may be requested. Another unusual aspect is that these limits are ONLY for direct costs -- Facilities and Administrative (F&A) costs are NOT included in these limitations. This is a really BIG one folks -- might be worth getting onto a team, even if you're a big guy. This notice does not expire until Sep. 08, 2011.

NIH Blueprint for Neuroscience Research (NIH Director and 15 Institutes and Centers) has published a solicitation for competing renewals of existing Phase II grants supporting R&D of : 1) Complex instrumentation, 2) Clinical research tools and 3) Behavioral interventions/treatments. The competing renewal award provides up to an additional three years of support at up to $800,000 per year. Applications will be accepted from 03/05/08 to 01/08/11.

IMPORTANT : The SBA has announced a change in the interpretation of the requirements for SBIR/STTR participation. The new ruling now allows firms owned by "corporations" to be funded under these programs but only IF the parent corporation also meets all of the requirements of SBIR eligibility.
